Any ordained minister, bishop, rabbi, or priest who is at least 18 years of age, Native American spiritual advisors, the Governor, Mayors, Justices of the Peace, Judges or Commissioners, County Clerks, President of the Senate, Speaker of the House of Representatives, retired Judges or Magistrates, U.S. Judges or Magistrates may perform weddings.

Two witnesses over the age of 18 must also be present at the wedding ceremony; they will be signing your marriage certificate as witnesses.

The person who solemnizes the marriage must sign your certificate and your marriage license, and then they file/send back only the marriage license with/to the county clerk who issued the license.
